When someone is injured — or when emergency response is delayed because of speed cushions the HOA voluntarily installed — the Association can be held liable.

Florida law is especially relevant: courts have held that installing traffic calming devices on roadways where third parties have easement rights is a per se (automatic) impairment of that easement. And our HOA's liability insurance may not cover claims from voluntarily installed traffic modifications.
